The workplace (Health, safety and welfare) regulations place a duty on employers to ensure the workplace any including furniture, furnishings and fittings are kept sufficiently clean.
An office-cleaning schedule should be drawn up and include all areas of the office premises. Frequency of cleaning should ensure all areas are cleaned and sanitized on a regular basis.
A specialist office cleaning company will help you draw up a cleaning schedule and assess frequency.

Suitable receptacles should be provided to collect general office waste and emptied on a regular basis to stop the build up of rubbish in the office. 

There should be sufficient sanitary closets for both male and female employees (minimum = 1 x closet per 25 female employees and 1 x closet per 25 male employees).
Running hot and cold water, toilet paper, hand soap and a means of drying hands should be provided. 
Arrangements for cleaning of spillages and failed sanitary equipment should also be in place.
